Higher training standards for all security organisations will soon be legally required within the industry. Chubb Security South Africa, part of UTC Fire & Security, a business unit of United Technologies, already has a strict policy in place that ensures all their armed response personnel go through rigorous firearm and security procedure training before being employed. During employment, regular testing and refresher courses as well as tactical training techniques are provided to all armed response personnel.
Stefan Oberholtzer, group managing director of Chubb Security Southern Africa, says the new standards are long overdue and coincide with the transition of the Private Security Regulatory Authority (PSIRA) to the Safety and Security Sector Education and Training Authority (SASSETA), the security training quality assurer.
“Draft regulations have been submitted to Parliament and are awaiting final approval. The regulations determine minimum training standards for every job specification within the private security industry which will culminate in a set of unit standards with credits that need to be attained,” he said.
The overall aim of the programme is to upgrade standards and to ensure personnel are multiskilled. From the time the new regulations are introduced, indications are that specialist categories such as armed response and electronic technicians will be granted approximately six months to comply with the new standards, whilst the management category will be granted 12 months and other categories a period of approximately five years.
Through their partner Trainco Consulting, Chubb has had specialised courses designed for their armed response personnel. Learning material for the flagship programmes of Quarterly Practical Refresher Training (QPRT) and Basic Response Officer Training is specifically written and customised to Chubb’s needs and requirements. This training is aligned to the philosophy and practice of SASSETA's outcomes based standards.
Oberholtzer confirmed that the company has a very strict health and safety procedure in place and prides itself on being the benchmark for safety in the security industry.
