Ethiopia is a landlocked country located in the Horn of Africa, officially known as the Federal Democratic Republic of Ethiopia. It is the second-most populous nation in Africa, with over 82 million people and a territory of 1 100 000 km². Addis Ababa is the capital city. ZTE video surveillance solution won the bid of city security surveillance project of Addis Ababa from the Information and Network Security Agency of Ethiopia (INSA).
The requirements from INSA were as follows:
(1) Provide real-time video surveillance of the main roads in Addis Ababa.
(2) Provide access to the video surveillance system through mobile phones.
(3) Multimedia surveillance signals to be aggregated at the INSA centre.
(4) Provide record storage, alarm, audio transmission, information platform and other integrated city security management functions.
The video surveillance system consists of 148 spots and 203 cameras. The multimedia surveillance signals were aggregated to the INSA centre via optical fibre cables and an IP network. This system provides real-time video surveillance, storage, alarm, audio transmission, an information platform and other integrated city security management functions. The project integrated multiple systems to deliver an intelligent solution.

This surveillance system enhanced public safety, provided video service for the government and increased the ARPU with little investment through video surveillance.
